Procedure

Combine ingredients of phase A and mix. Begin heating to 75-80°C. Combine ingredients of phase B (excluding cyclomethicone) in separate beaker and heat with mixing to 75-80°C. Add phase A to phase B with strong agitation, maintaining temperature at 75-80°C for 10 minutes. Add cyclomethicone with mixing. Begin cooling. Combine phase C ingredients and add to phase A/B with mixing at 60°C. When batches reaches 40°C, add phase D with mixing. When batch reaches room temperature, check pH and adjust if necessary.
